Congressman Edwards' Equal Representation Act Passes Out of Committee

December 2, 2025

WASHINGTON, D.C. - Congressman Chuck Edwards (NC-11) announced his legislation, the Equal Representation Act, has passed out of the House Oversight and Government Reform Committee. The bill aims to ensure fair and equal representation for U.S. citizens by including a citizenship question on the decennial census and excluding non-citizens from congressional apportionment.

Starting with the 2030 census, the bill requires respondents indicate whether they or members of their household are United States citizens. Within 120 days of the census, the Secretary of Commerce must publicly release statistics on citizenship status by state.

“Our democracy works best when every citizen’s voice is heard fairly. The Equal Representation Act makes sure congressional representation reflects the people who have the right to vote, not those who don’t,” said Congressman Edwards. “Americans deserve fair and equal representation, something that will not be possible until we eliminate the influence of noncitizens in our elections.”
